No. HPD describes covered buildings: generally pre-1960; also 1960–1978 rentals where the owner has actual knowledge of lead-based paint; and rental units in 1–2 family homes as HPD lists them. Confirm coverage on HPD’s paint-testing page. This is not legal advice.
Yes if you are covered and have not completed the investigation. HPD set that date for XRF testing of rental units and common areas at 0.5 mg/cm². Owners who have not finished still need the testing and the records. The requirement did not expire.
HPD’s FAQ says yes — all units, even if vacant or not available for rent because of repairs.
HPD recommends applying for a Lead-Free Exemption in LEOP. We prepare the inspection package and can help with paperwork readiness. We do not submit LEOP for the landlord, and we do not promise HPD will approve an exemption.

No. We do not perform renovations or remediation. HPD requires the tester to be independent of remediation work.
Give us the building once. Each inspection is still one apartment or common area, with its own report. When the reports are ready, we can send one landlord invoice for the building.
